Where people are separated by greater distances in the Outer Zone, communication is key. In emergency situations, where infrastructure may not support standard communication through cellular phones, land lines, and the internet, point-to-point communication or relay communication on redundant power radio repeaters may be the the best hope of obtaining vital information. It is for this reason, that O.Z.O. stresses the importance of owning the proper tools and obtaining the proper training to use the tools, and using the tools on a regular basis.
